selling PS 3 & 4s

should i format or return to factory settings prior to selling or donating my late brothers equipment ?

Yes, always remove any data from any digital device before selling or junking it. Deleting it wont work- a full format is needed.
If you can, remove the Hdd from the system, and use any encryption software on a PC. Encrypt it, and then format it. The PlayStation system wont care about encryption, since it will overwrite anything on the Hdd during the formatting.
