PS4 Problem with Downloading Update File

I bought a used PS4 about two weeks ago, when I started playing Nier Automata it was doing well, until I died in the game and then my PS4 crashed and it wouldn't turn back on again. Now it's in Safe Mode and it says to connect a USB storage device that contains an update file for reinstallation for version 8.52 or later. I went on to do that. I formatted my USB drive to FAT32, I made the PS4 folder and the UPDATE folder inside it, and when I click the "PS4 update file" button on https://www.playstation.com/en-us/support/hardware/ps4/system-software/ , it doesn't do anything. I've been trying to find out why and I tried updating my browser (I use Chrome), I scanned for viruses (no viruses found), and I allowed all cookies thinking that would make a difference. Any suggestions?
