I'm having difficulties with reinitialising the PS4 software. I've used a USB stick and 2 different external HDD to install the software but keep getting the same Cannot Initialize Ce-33567-4 error. I'd appreciate some advise on whether it's the USB or a faulty hard drive causing the issue. Thanks in advance.

First thing you should try is to find a USB that is in FAT32 format and upload the full PS4 software onto said USB from the official website. With this USB go ahead an install the software to the PlayStation. If it still doesn't work, it is most likely the hard drive. If you can go into detail with what led you to completely wipe the system I can maybe help you a little better.
