PS4 Can PS convert a collection of Sega Cd and Saturn Games to release on the Playstation Store?

I was wondering if anyone would want to be able to own & play a game I've been viewing on youtube called "Eternal Champions: Challenge From The Darkside", or the Cyber Punk classic "Snatcher"?? Can anyone get PS to push this into development for their store.. Their are virtually no known Sega Cd or Saturn Clones available..
