PS4 error code ce-36329-3

I haven't used my PS4 in a while. Tried to turn it on and I get this error code. It gives me a couple of options. Problem is, I cannot get a PS4 controller to connect (wired or wirelessly).

Does the controller show that it’s charging? If yes then are you using the genuine Sony cable? If charging but not connecting then most likely the cable isn’t charge & sync capable.
Was the controller connected beforehand? If yes then it should connect when the controller is charged.
If not charging then the controller may be broken.
